Gen. Ambrose Burnside, USA
Commanding
The Army of the Potomac

 I
must first say again that I believe that President Lincoln has made
a serious error in appointing me to this position. I did not seek
General
Burnside
Halleck was already in a bad frame of mind and in no mood
to hear again about the generals reticence.
Your modesty is well
known, and even refreshing, but you have been given command of this
army, you have accepted that command, and now, sir, it is time for you
to assume command. We are here to hear your plans, so please,
lets get on with it.
